"Dumb Rules Committee"
Formed; Suggestions Encouraged
August 16, 2001
"I don't know why we do things this way, but we do. It's probably
just another dumb rule. Welcome to DPS."
Parents, teachers, students, administrators, community members and others
have probably heard that refrain from time to time.
Now, at least, there's something you can do to find out what's behind
one of the district's "dumb rules" - and what might be done
to change it.
Superintendent Jerry Wartgow has announced the formation of the "Dumb
Rules Committee," headed by legal counsel Mary Ellen McEldowney.
McEldowney will explore what's behind each "dumb rule" and find
out where the rule started, whether or not it's still needed, and what
steps could be taken to alleviate the burden that the rule represents.
What McEldowney discovers will be posted on a special section of the district's
web site, www.denver.k12.co.us.
To submit candidates for the "Dumb Rules Committee" to explore,
send an e-mail to: dumb_rules@dpsk12.org. Those without access to e-mail
may also write (Mary Ellen McEldowney, Legal Counsel, Denver Public Schools,
900 Grant Street, Denver, CO 80203) or fax them in 720-423-3892).
Superintendent Jerry Wartgow, who said he picked up the idea from a visit
to the school district in Edmonton, Alberta is offering special recognition
for the person who identifies the dumbest rule that results in positive
change for the district.
"Everyone is encouraged to send in candidates for rules for which
they can't understand," said Superintendent Wartgow. "In order
to improve our systems, we need to identify rules and procedures that
don't make sense. There may be some reason behind the rule- and the rule
may be something that requires our compliance - but identifying the dumb
rules and looking at ways to change them will also improve the district
as a whole. At least we will all know why we do the things we do."
